City of Weyburn sells lots, lane for vet clinic location

The City of Weyburn council approved the sale of two lots and part of a lane to enable the Prairie Animal Health Clinic to build a new vet clinic.

WEYBURN – The City of Weyburn council approved the sale of two lots and part of a lane to enable the Prairie Animal Health Clinic to build a new 9,000-sq.-ft. vet clinic to replace their current building.

The offer to purchase came to Weyburn city council on Monday night, and the sale was approved with a number of conditions, including that the cost to consolidate the land is borne by the buyers.

The Ross Veterinary Services PC Ltd., currently located at 416 Seventh Street NW, is buying two lots between Fifth and Sixth Streets NW, and a portion of the lane between the lots, for a total of 1.2 acres.

The offer to purchase was $14,440, which is the market price charged by the City of Weyburn of $12,000 per acre for bare land.

The purchase of the land is just the first step, as the company will need approval of a discretionary use development permit, as the land is zoned Mixed Use District; they need to consolidate and register the land and lane; and the land is sold as-is where-is, so any improvements or upgrades, or installation of utilities and services, is at the cost of the purchaser.

The City also requires that building of the new facility is to be started within the next two years from the closing date of the land purchase.

The offsite development levy will also apply, separate from the land purchase price, and based on the square footage of the proposed clinic, will be at the rate of $45,121 per acre, which will be charged at the development permit stage.

 • In other council business, council approved a tender to hire a consulting firm to carry out an assessment of the roofs of 13 city-owned buildings, with a report expected due back prior to the start of budget deliberations for 2025.

Four proposals were submitted to the City, and the winning bid went to EXP Services Inc. of Regina, in the amount of $27,772, below the budgeted amount of $50,000 for this project.

The facilities to be assessed include the Weyburn Leisure Centre, Credit Union Spark Centre, Crescent Point Place, Tom Zandee Sports Arena, Turner Curling Museum, City Hall, Weyburn Police headquarters, Public Works-Fire Hall, Fleet Storage building, cold storage building, water treatment plant, Soo Line Historical Museum, T.C. Douglas Centre and the Weyburn Public Library (which had a review done in 2023).

Andrew Crowe, director of Leisure Services, said the report will provide the expected life cycle of each roof, proposed maintenance that should be done, and prioritize which roofs need attention first.

He said the report should be done by about June or July, and will include listing what preventative maintenance should be done.

Mayor Marcel Roy noted the city has received some complaints about roof leaks, so this is a good pro-active move to get a full assessment of the conditions of roofs.
