Three more people who were placed under arrest for trafficking in drugs during a police raid on several residences in Estevan and area in early December 2009 have now been sentenced.
The police operation known as Flon, nabbed a total of 24 people in Estevan plus another three in Oxbow and Alida and led to a total of 80 charges being laid.
On April 5 in an Estevan court room, Tulsa Mowbray was convicted and sentenced on one court of unlawfully trafficking marijuana in an amount not exceeding three kilograms. He was handed a conditional sentence to be served in the community. Mowbray is on house arrest for the first three months and will be required to abide by a number of conditions while serving the remainder of the sentence. He was also given a 10- year firearms prohibition order.
On April 19, Monique R. Belanger of Estevan was convicted of one count of trafficking in marijuana in an amount not exceeding three kilograms under the Controlled Drugs and Substances Act. She was handed a nine month conditional sentence which will also be served in the community.
Belanger is subject to serving the first three months on house arrest with numerous conditions and then the remainder of the time within the parameters of another order of conditions.
On April 26, again as a result of Operation Flon, Crystal Hill of Estevan was convicted of one count of trafficking cocaine and one count of trafficking marijuana plus one count of being in breach of a recognizance that states that she would not possess or use any cellular phone or pager or Blackberry or any other mobile electronic communications device and shall not register in her name nor register one in anyone else's name, without lawful excuse. She failed to comply with that condition by possessing and using a cell phone contrary to Section 145 of the Criminal Code.
Hill was sentenced to a period of custody of 27 months. She was given credit for the time spent on remand so is required to serve a further 19 months in custody. She was also given a 10-year firearms prohibition and ordered to supply a sample for the DNA registry.
Hill was also convicted of a traffic related offence and for failing to attend court as a result of that offence which led to a sentence of three days default time in lieu of a fine.
The roundup of suspected drug traffickers in Estevan last December involved 39 police officers including those from the Estevan Police Service plus RCMP task force members. The arrests were the culmination of over 10 months of investigation and undercover operations.
