UPDATE: Regina police lay charges after Albert Street explosives incident

Regina police are responding to a potential bomb package on the north end of Albert Street.

Police are asking motorists and pedestrians to avoid the area, until investigators can clear the safety warnings issued.

REGINA — Update at 12:42 p.m. on Tuesday: Regina police have arrested one individual in relation to an alleged bomb incident on Albert Street yesterday afternoon, after investigation.

Police responded to a call to a business yesterday afternoon, where it was reported that a man had been detained for shoplifting and a bag he was carrying was considered suspicious.

The bag had been removed from the business and placed in an "access-controlled area" before police arrived. 

Regina police, including the Explosives Disposal Unit, attended the scene, assessing and disposing of the materials in the package without incident.

Further investigation identified the suspect as Steven Hepper, 30, of Regina. 

Hepper, who had left the scene while police attended to the package, was arrested and charged without incident. 

He is now facing two charges of possession of explosive substance contrary to order, as well as one charge of possession of incendiary material and one charge of theft under $5,000.

Hepper will make his first appearance in provincial court on these charges later this afternoon.

Monday at 6:40 p.m.: Regina police are warning residents away from a portion of Albert Street after a suspicious package was found in the area this afternoon. 

At approximately 3 p.m., police were alerted to a suspicious package seen inside a fenced compound area on the 600 block of Albert Street. 

Police are currently on scene, including the Explosives Disposal Unit, to investigate the situation. No further details have been shared as of yet.

The package is reportedly located away from traffic, but motorists and pedestrians are being asked to avoid the area as a safety measure.
