The Estevan board of police commissioners has appointed Richard Lowen, a superintendent with the Winnipeg Police Service, as the new chief of police for the Estevan Police Service.
Lowen will assume his new responsibilities on Sept. 20.
“This is the most important leadership role within the Estevan Police Force and the board of police commissioners is delighted to have attracted broad interest from top candidates across the country,” says board chair and Estevan Mayor Roy Ludwig.
“Rich Lowen was selected for his deep policing experience, his vision for delivering public value in the provision of policing services and for his proven leadership. We look forward to having him lead the Estevan police force.”
Throughout his tenure, Lowen worked in a variety of ranks throughout the Winnipeg Police Service including uniform operations, stolen auto, the Manitoba Integrated Organized Crime Task Force, professional standards and criminal investigations. He has also served four years as an executive officer of the Winnipeg Police Senior Officers Association.
In 2016, Lowen assumed command of investigative services overseeing major crimes, specialized investigations, organized crime, forensics, intelligence, technology operations and professional standards.
Lowen holds a diploma in business administration from Red River Collegiate. He holds Incident Command Level 400 designation from Manitoba Emergency Services College and certification as Major Case Management – Team Commander from the Canadian Police College. He is the recipient of the Police Exemplary Service Medal from the Governor General of Canada and a Winnipeg Police Service commendation.
He is a member of the Manitoba Association of Chiefs of Police and the International Association of Chiefs of Police.

The Estevan Board of Police Commissioners participated in the search process with support from Organization Consulting Limited and received over 40 applications from candidates across Canada.
Lowen replaces Paul Ladouceur, who stepped down in April.
