The tender has been awarded for the construction of cell number three of the North Battleford landfill.
Lux Construction was awarded the tender at a Feb. 15 city council meeting, having submitted a winning bid price of $1,307,825, plus applicable taxes.
A total of 12 bids came in after the project was tendered in January. After reviewing the bids, consultants AECOM recommended awarding the contract to Lux Construction's, whose bid came in approximately $163,000 lower than the runner-up bidder.
Expansion of the waste management facility has long been on the books as it has been known for the past couple of years that Cell No. 2 was fast reaching capacity. According to a memo from public works director Stewart Schafer, the cell is due to reach its capacity this year.
AECOM was commissioned to develop the engineering plans and tender documents for Cell No. 3, which is to be built right next to Cell No. 2.
A fourth cell will be developed next to Cell No. 3 but that will be well into the future. Schafer told reporters they expect the new cell to last 20 years.
The winning bid comes in under the budget of $1,900,000 designated in the 2011 Utility Budget for the project. The $1,307,825 covers the construction cost only: when engineering, site supervision and soil testing costs are added the entire cost is estimated to be $1,438,025 plus taxes. Finance Director Byron Tumbach confirmed the project is being funded internally.
Construction is expected to start in the spring of this year and be completed by the middle of summer.
