Shot fired in Regina: Rapid SWAT response leads to arrests

REGINA – The Regina Police Service (RPS) Weapons and Tactics (SWAT) team was deployed after a gunshot was heard at about 7:25 a.m. on July 30 at a home on the 1000 block of Argyle Street.

Two people were seen running from the area, one was a man with a firearm, say police.

Officers went to the area but didn’t find anyone with injuries. Their investigation led them to another home on the block where they believed the suspects were located. Police saw one of the suspects leave the residence and then re-enter.  Despite police attempts to get the suspects to exit, they wouldn't exit.

That’s when RPS deployed the SWAT team and issued a police advisory asking the public to avoid the 1000 block of Argyle Street during their operation. 

RPS SWAT team is made up of 24 members who have regular, full-time duties as a police officer in other areas such as patrol, school resource, and investigative units. SWAT members are required to qualify on weapons training every month. The specialty Sniper Team and Rappel Team participates in additional training. The RPS SWAT counter-snipers must be able to put five rounds of ammunition into a one-inch circle at 100 yards and are often used in gathering intelligence.

SWAT members go through extensive mental testing, must be in peak physical condition, and are required to participate in consistent, competitive and ongoing training.

SWAT’s mandate is to resolve any incident in the safest manner possible, protecting the lives of citizens, police and suspects. SWAT works closely with the Crisis Negotiators Team, the Explosives Unit, and the Canine Unit to resolve incidents.

The two suspects, Torrance Kendal Storm Delorme and Jazmin Rockwell Dubois, both 20 and from Regina, exited the home and were arrested.

Delorme and Dubois are jointly charged with two counts of possession of a firearm/ammunition contrary to a prohibition order, careless storage of a firearm, carrying a concealed weapon, pointing a firearm, possession of a firearm knowing its possession was unauthorized, and possession of a prohibited/restricted firearm with ammunition.

The two appeared in Regina Provincial Court Monday.
