Sturgis resident received Premier’s Award for Excellence in the public service

            Premier Brad Wall presented individuals and teams for their outstanding contributions to the civil service during the Premier Awards’ dinner at the Conexus Art Centre in Regina on November 15.

            Betty Lou Skogen of Sturgis was one of the individuals who received the award as part of the Dedicated Substance Abuse Treatment Unit Team from Regina Provincial Correction Centre.

The team was nominated and received the Premier’s Award for Excellence in the Public Service.

            “The pilot project was initiated in 2008 to address the growing numbers of men incarcerated for addiction related offenses,” said Skogen. “This type of treatment unit is the only one of its kind in the provincial corrections system in Canada.”

            The 7A unit is ongoing and has had approximately 1,100 men go through the program. The program is for 28 days, the same time offered at most treatment centres.

            Skogen has served as a visiting chaplain at the Correction Centre for 17 years and was asked to serve as chaplain to the Treatment Unit 7A from 2008-2010. She has also served in prison and treatment chaplaincy at Whitespruce Treatment Centre, Paul Dojack Youth Centre, Prince Albert Penitentiary and Stoney Mountain Penitentiary in Manitoba.

“Being the first chaplain was an honour and it was a wonderful learning experience that enriched my life.”

Skogen said she was encouraged by seeing the recognition received after all the challenging and dedicated work put in by the 68 recipients who worked hard in the unit since it began. It was good to get reacquainted with those she worked with in the unit, she stated.

The Premier’s Award for Excellence in the Public Service has been recognizing exceptional work for 14 years, according to the government of Saskatchewan website. The Premier’s Award for Excellence in the Public Service was founded in 2003.  Individuals and teams from across government, including ministries, agencies, boards and Crown Corporations were nominated by their peers, the public, stakeholder organizations, clients and citizens, but final selections were made by an independent committee.The award is presented to members of Saskatchewan's public service (individuals, groups or teams) who have made outstanding on-the-job contributions to the government and citizens of the province.

            “The Premier's Award is a way to recognize, celebrate and take pride in the achievements of our province and people,” the website says.

            “Many achievements during the past decade of growth have been achieved with the help of our public service,” Wall said. “Saskatchewan is fortunate to have such dedicated public servants working for our communities. This year’s recipients exemplify those qualities.”

            The 2017 individual and team recipients are: Dr. Kathleen Ward, Health System Policy, Ministry of Health; Dr. Betty Althouse, Chief Veterinary Officer, Ministry of Agriculture; Sherry Bohay, Organizational Development, Public Service Commission; Joint-Use Schools Team, Ministry of Education, SaskBuilds; People Shouldn’t  Disappear ad team, Saskatchewan Government Insurance; Dedicated Substance Abuse Treatment Unit Team, Ministry of Justice, Ministry of Health; and Crown Corporation Designates Team, Crown Investments Corporation.
