The City of Yorkton is going to have a major assessment carried out on all its facilities this year.At the April 26, meeting of Yorkton Council it was the unanimous decision to spend $299,653 on the initiative.
"The intent of conducting a building assessment on all City buildings is to provide a comprehensive inventory of the City's Facility complement including a detailed valuation and condition assessment for each building," detailed a report circulated to Council from the City's Public Works Department.
The city has an extensive list of holdings to be assessed. The City owns and operates approximately 40 facilities with a total replacement value of $87 million in 2009 dollars.
The information gained from the assessment will help the City plan for the future.
"On a significant asset basis, this project will better support improved decision making in regards to strategic infrastructure rehabilitation and replacement. The information and analysis resulting from this study will allow future capital projects to be planned using a combination of technical and qualitative (public health and safety, economic, environmental and social) information and judgement. This assignment will compliment the inventory and condition assessment already completed for the City's water distribution/wastewater collection systems and sidewalk networks and will provide the basis for improved financial reporting for the purposes of Public Sector Accounting Board," stated the report.The City of Yorkton requested proposals for engineering services required to conduct the project on March 15.
The report to Council detailed that "A total of nine Requests for Proposals were submitted to interested engineering consultants. Four proposals were received from the following consultants; Walker Projects Inc., Fame -Asset Management Solutions, McGinn Group and Associated Engineering.
"A two envelope system was used in the evaluation of this RFP; the first envelope included the technical submission and the second envelope identified costs for the project. The City's Facilities Manager, Director of Environmental Services and Director of Public Works were responsible for reviewing the proposals submitted and rating each using the rating system illustrated below."
The main objectives for the assessment identified by the City included; Review all data provided by the City pertaining to the various buildings,
Create a suitable and useable database for the City's use for inventory maintenance and facility rehabilitation,
Examine the "Defects" in the existing systems and make recommendations to alleviate any issues with consideration to the following:- Occupational Health and Safety Compliance- Adherence to applicable codes- Asset condition, expected lifespan, required maintenance and replacement value- Prioritization of required replacement and repairs
Risk assessment (condition remaining life-cycle, Occupational Health and Safety compliance and code violation)
Provide a direct plan guide and prioritizing rehabilitation projects on a city-wide basis
The direct action plan will prioritize projects on the basis of risk assessment and critical of deficiencies identified for each facility
A five-year capital plan needs to be developed providing recommendations/rationale/options and consequences for each relevant building
Existing building deficiencies with recommended action and budget cost

It was the recommendation of City Administration, and accepted by Council that Associated Engineering be awarded the work. The reasons for selecting AE included;
AE was the only consultant to offer 360 degree digital footage of all Facility systems. This footage will be linked to databases with unique identifier numbers for each component, maintenance schedules, part information, replacement cost values and existing drawings and/or schematics.
AE has been the Engineering Consultant for a significant number of capital projects in Yorkton over the last couple of years including; Hwy #9 reconstruction, Queen Street WTP construction, Bradbrooke Drive Reconstruction, GIS Asset Management for the City's sidewalk network and for the water distribution and wastewater collections systems.
