Kamsack council makes appointments to various boards, committees

Council representatives add a layer of communication for the public.

KAMSACK — At its orientation meeting Nov. 18, Kamsack town council made appointments to its various committees and portfolios.

Council splits the committees into portfolios such as protective services, economic development and environmental, Barry Hvidston, administrator, explained. Except where it specifies differently, a specific councillor represents each area. 

The facility area does not mean that the councillor named runs the facility, Hvidston said. It only means that if there are issues that the staff and administration do not answer, or do not deal with in a satisfactory manner, the ratepayers have someone on council they can questions of and seek a different answer.

All members of council, with the administrator and assistant administrator, function as the committee of the whole, the administration committee, the negotiation committee and the budget committee. In addition, the group functions as the inter-municipal relations committee that deals with the Saulteaux Wellness and Healing and New Beginnings groups as well as having interest in First Nations, rural and urban municipal relations.

Council appointed Councillor Robyn Tataryn to the Assiniboine Valley Health and Welfare Foundation and Councillor Onastasia Eliuk to the Eaglestone Lodge board. Both groups meet monthly.

Councillor Easton Moline, the administrator and assistant administrator, was named to the protective services portfolio with Eliuk as the alternative. The protective services portfolio includes the RCMP, the volunteer fire department, bylaws, the community safety officer, the EMO (Emergency Measures Organization) and the fire hall facility.

Tataryn, the administrator, assistant and recreation manager, was appointed to the economic development portfolio with Mayor Beth Dix as the alternative. The portfolio includes SAMA (Saskatchewan Assessment Management Agency) as well as the currently inactive Kamsack Business Association and Economic Development Association.

Councillor Darren Kitsch, along with the administrator, assistant and water treatment plant foreman, was appointed to the environment portfolio which includes oversight of the Assiniboine Rural Water Pipeline, the Assiniboine Watershed Stewardship Association, SERM (Saskatchewan Environment and Resource Management) and facilities responsible for the landfill, lagoon, water treatment plant and water tower.

Councillor Brian Kirkpatrick, with the public works manager, was named to the infrastructure/regional portfolio that includes the North East Municipalities Association, North East Transportation Planning, Duck Mountain Park Advisory Committee and facilities responsible for roads and sidewalks, public works shops and the airport.

Eliuk, with the recreation manager, was named to the culture and social portfolio which includes the library board, Powerhouse Museum and OCC Hall.

Councillor Karen Tourangeau, with the recreation manager, was named to the sports and recreation portfolio, which includes the Kamsack Regional Recreation Complex, Riverside Golf Club, Duck Mountain Ski Hill and recreation board, as well as the Broda Sportsplex, sports ground and pool facilities.
